Plain and simple most people that need screening are either Medicare or Medicaid as their insurance and everyone eligible that doesn't get screened is saves more money than treating the ones with lung cancer and the later the diagnosis generally the quicker they are not a burden on the system. The morale is it's cheaper to not screen. While the more well off people will be screened and taken care of. The wealthy are at a lower risk of late diagnosis while money is saved not helping the poor.
